General
General - all four licensing objectives.. The relevant mandatory conditions shall apply to the licence. No alcohol shall be supplied unless substantial food is also on offer at the same time. The sale of alcohol for consumption off the premises shall cease no later than 23:00 hours. All alcohol sold or supplied for consumption off the premises shall be in closed or sealed containers.
The Prevention of Crime and Disorder
Prevention of Crime & Disorder.. CCTV All public parts of the premises (other than the lavatories) shall be covered by a CCTV system (either as an independent system or as part of the building?s overall CCTV system) The CCTV system shall be operational whenever the premises are open to the public unless through mechanical or other breakdown, this is not possible. In those circumstances, the holder of the licence shall notify the Police of the breakdown and arrange for the same to be rectified as quickly as reasonably possible. CCTV recordings shall accurately date and time stamped and be maintained for a minimum of 31 days. Facilities for viewing recordings and making copies of the same shall be available on the premises and there shall be at least one member of staff on duty each day that is trained to use the system. Provided the requests are made in accordance with the Data Protection Act and any other relevant legislation, the Police and other authorised officers shall be provided with facilities to view recordings at any time the premises are open or otherwise on reasonable request and copies of recordings in a playable format will also be provided as soon as reasonably practicable. Door Supervisors The holder of the licence will undertake a written risk assessment to determine whether or not it is appropriate to deploy SIA registered door supervisors within the licensed premises at any specific times and the number of such door supervisors to be deployed. Door supervisors will then be deployed in accordance with the outcome of the risk assessment. The risk assessment shall be reviewed should any incident of crime or disorder occur within the licensed premises and/or at the request of the police. A copy of the risk assessment shall be made available for inspection by police and other authorised officers on request. Incident Recording The premises shall maintain an Incident Book which will be used to record any incident of crime or disorder occurring in the licensed premises. The Incident Book shall be made available for inspection by authorised Officers on reasonable request. In the event that door supervisors are deployed at the premises, full details of their names, badge number and date of issue or expiry of the same shall be entered in the Incident Book. The Incident Book shall be checked and signed by the DPS or his/her Deputy at least once a month, retained for at least 12 months and made available for inspection by authorised officers on request.
Public Safety
Public Safety. Note for information purposes only and not intended to form any condition attached to the licence. The applicant has carefully considered this licensing objective and has concluded that no specific condition is appropriate under this head as all relevant matters are covered by other legislation and regulations such as the Regulatory Reform (Fire Safety) Order.
The prevention of public nuisance
Prevention of Public Nuisance. Acoustic Testing Before any regulated entertainment is provided, an acoustic report shall be commissioned from a suitably qualified person and any recommendation contained therein shall be implemented. A copy of the report shall be made available to the Licensing Authority and Authorised Officer on request.
The protection of children from harm
Protection of Children from Harm. Age Verification The Age Verification Policy required by the mandatory conditions shall specify that any person who appears to be under 25 shall be required to produce proof of age in an appropriate form before being supplied with alcohol. Signs advertising the age policy in operation shall be displayed at each bar servery supplying alcohol. Refusals register Each bar servery supplying alcohol shall maintain a Refusals Register to record details of all and any occasion upon which a person is refused service of alcohol and the reason for that refusal. The Registers shall be checked and signed by the DPS or his/her Deputy at least once a week, retained for at least 12 months and made available for inspection by authorised officers on request. Staff training All staff involved in the sale or service of alcohol will receive training on the Licensing Act and, in particular, on the law relating to age restricted sales of alcohol and the supply of alcohol to persons who are drunk and the ?Challenge 25 policy? before commencing their duties. Refresher training will take place at least every 6 months and written records of all staff training will be maintained (and retained for at least 12 months) and made available for inspection by Authorised Officers on request.
